From August 14 to 16, 2026, the 11th International Conference on Computational Intelligence and Applications (ICCIA 2026) & the Inaugural Conference of IEEE CIS Shandong Chapter was held in Qingdao.
Kay Chen TAN, IEEE Fellow, President-Elect of IEEE Computational Intelligence Society (CIS) and Chair Professor of The Hong Kong Polytechnic University; Jacek Mańdziuk, Member of the Polish Academy of Sciences and Professor of Warsaw University of Technology; Li Zhongwei, Member of the Standing Committee of the Party Committee and Director of the Development and Planning Office of China University of Petroleum (East China), and Yang Hui, Secretary of the Party Committee of the School of Sciences, attended the event.
The 11th International Conference on Computational Intelligence and Applications & Inaugural Conference of IEEE CIS Shandong Chapter
Hosted by China University of Petroleum (East China) and organized by its School of Sciences, with technical support from the IEEE CIS Shandong Chapter, the conference is themed Computational Intelligence and Applications. Focusing on cutting-edge hotspots and key technologies in the field of computational intelligence, the conference features 3 keynote speeches, 2 invited speeches and over 40 special topic reports. It has attracted more than 700 experts, scholars, faculty and student representatives from 12 countries and regions including China, the United States, France, Poland, Russia, Spain, Thailand and Vietnam to participate in a hybrid online-offline format, showcasing the latest domestic and international scientific research achievements.
The Inaugural Conference of IEEE CIS Shandong Chapter was held concurrently. Wu Dongrui, IEEE Fellow, national high-level talent and Professor of Huazhong University of Science and Technology; Mu Chaoxu, national high-level talent and Professor of Tianjin University; Professor Wang Lin, Dean of the School of Information Science and Engineering, University of Jinan, together with representatives from multiple universities inside and outside Shandong Province, renowned experts in computational intelligence at home and abroad, and academic backbones of the university’s Cross-Media Big Data Joint Laboratory attended the session. The meeting was presided over by Professor Ren Peng from the College of Oceanography and Space Informatics, China University of Petroleum (East China).

At the opening ceremony and the inaugural conference, Li Zhongwei delivered a welcome speech on behalf of the university and briefed the attendees on the university’s development. He noted that the university has always taken artificial intelligence and computational intelligence-related fields as key development directions, and vigorously promotes interdisciplinary integration and scientific and technological innovation. The holding of the conference and the establishment of the IEEE CIS Shandong Chapter provide a high-level international exchange platform. The university will continue to deepen domestic and international academic exchanges, interdisciplinary integration and industry-university-research collaboration, contributing more wisdom and strength to enabling industrial transformation and upgrading and serving major national strategies.

Kay Chen Tan delivered an address on behalf of the IEEE Computational Intelligence Society, systematically introducing the society’s global academic layout and development mission, and put forward three expectations for the chapter’s development: to deepen academic research and produce cutting-edge outcomes; to advance open collaboration and multidisciplinary integration; to cultivate talents and support the growth of young scholars. He stated that as the first chapter set up by the society in Shandong, the Shandong Chapter will open a window for Shandong scholars to access global frontiers of computational intelligence, and strongly boost the collaborative innovation of regional intelligent disciplines.

At the conference, Kay Chen Tan presented the official plaque to the IEEE CIS Shandong Chapter. Professor Wang Jian from the School of Sciences, China University of Petroleum (East China) was elected the founding Chair of the chapter. Wang Jian made a statement on behalf of the chapter, noting that the chapter will take root in Shandong and reach out to the whole country, focusing on three core tasks: sharing cutting-edge academic findings in computational intelligence, live-streaming academic reports online, and organizing international academic conferences. It will continue to recruit outstanding talents, build exchange and growth platforms for young scholars, broaden international horizons, stimulate innovation vitality, and serve as a distinctive academic bridge connecting Shandong with the global computational intelligence community.

At the vice chair appointment session, Li Chengdong, Dean of the School of Information and Electrical Engineering, Shandong Jianzhu University; Wei Benzheng, Dean of the School of Medical Information Engineering, Shandong University of Traditional Chinese Medicine; Zhang Biao, Vice Dean of the School of Artificial Intelligence and Computer Science, Liaocheng University; and Professor Ren Peng from China University of Petroleum (East China) were appointed as the first Vice Chairs of the IEEE CIS Shandong Chapter.
