Title: Legal regulation of Artificial intelligence: International level and national experience

Abstract:  

Current legal regulation of AI technologies remains nascent globally, with no unified international approach to defining AI concepts or regulatory frameworks. Developed countries often legislate from a technical perspective, employing soft law to foster innovation. Legal measures must balance innovation and control; we advocate for a risk-oriented legislative approach establishing clear requirements via technical regulations to minimize risks to individuals, society, and the state while ensuring legal certainty. This should integrate binding laws with ethical standards (soft law), accommodating both international norms and national specificities (especially in military domains). To mitigate risks, focus areas include: ensuring cybersecurity, enacting legal/ethical frameworks, providing social support and AI literacy training, and enhancing AI decision transparency. This presentation will examine international regulatory practices and propose actionable frameworks for national legislation.

Personal Introduction:

Maria Ablameyko is an Associate Professor at the Law Faculty of Belarusian State University (BSU) and a part-time researcher at the National Centre of Legislation and Legal Research of Belarus (since 2021). Currently a Visiting Professor at Zhejiang Shuren University, China (2023-2026), her research specializes in digital law, covering e-government legislation, AI legal regulation, e-health data protection, smart city human rights, and personal information security. She leads national research programs (e.g., Digital Transformation of State and Law 2021-2025) and international projects with Vietnam, Russia, and Sweden (e.g., comparative e-government studies, EU-Belarus health data collaboration). As a UN expert for the 2020 E-Government Survey, she contributed to the Local Government Online Index. Dr. Ablameyko has authored 6 books and 48 journal articles, serves on editorial boards of journals in Vietnam (Binh Duong University Journal), Russia (Digital Technologies and Law), and China (Journal of Digital Health), and received awards including the Best Paper Award for Young Scientists (Russia, 2012) and Certificates of Honour from BSU and Binh Duong University (Vietnam).
